Details:

The device can be paid off in full at any time after 14 days of activation (past Best Buy's return window). The $16.66/mo. price is the upfront, final discounted cost to the customer and does not require bill credits from the carrier to maintain your discounted monthly pricing (what are "bill credits"?).
You are not committing to a two-year service plan contract with Verizon to receive the discounted device price. Verizon smartphone plans are now no-contract and plan costs are separate from your 24-month device payment plan costs. Simply pay off any balance still owed on the device if deciding to cancel your Verizon service prior to the completion of your 24 month device payment plan term.
Tax may be based on the full retail price of $799.99 and is due at time of checkout today.
The activation / upgrade fee is not due at checkout today and will be reflected later on your first (new customers) / next (existing customers) Verizon service bill.
